Indiana's Teacher Evaluation System: A Four-Year Analysis

Free Download: The research findings presented in this report are part of an ongoing study of the implementation and impact of Educator Evaluation reform in the state of Indiana beginning with the passage of Senate Bill 1 in 2012. This legislation required research based rubrics for rating the effectiveness of teachers and the use of student learning as one aspect of the evaluation process. This report is one of a series of reports of research supported by grant funding from the Indiana State Board of Education and the Joyce Foundation.

INTASS Evaluator Standards

Free Download: The INTASS Standards for Teacher Evaluator Knowledge and Skill support districts and states to design high quality evaluator training, no matter what evaluation system has been adopted. The Standards have guided the design of INTASS evaluator training, and they have received the endorsement of the Indiana Association of Pubic School Superintendents, the Indiana School Board Association, the Indiana Association of School Principals, the Indiana State Teacher’s Association, and the American Federation of Teachers Indiana.

INTASS Evidence of Implementation Fidelity

Free Sample: The primary purpose of the INTASS Evidence of Implementation (IEI) instrument is to assist school districts in assessing the fidelity of implementation of their teacher evaluation system. It is based on the components of the INTASS Teacher Evaluation Plan Rubric It is designed to be used with districts that have a teacher evaluation plan that is aligned to the INTASS Rubric. The Evidence of Implementation tool is to be completed by the district leadership team (at least 3 individuals) with the support of a trained INTASS facilitator. The tool is typically completed in the spring or summer in preparation for fall implementation of an action plan.

Free Sample: The INTASS Teacher Evaluation Plan Rubric supports districts to develop high quality evaluation systems and improve their systems with valid and reliable data, no matter what evaluation system has been adopted. INTASS uses this field‐tested rubric in a collaborative process that recognizes the importance of district and school culture and climate in the successful implementation of change. It incorporates key decision points in the evaluation of teachers and the assessment of student learning to help districts develop and implement high quality teacher evaluation plans. New Directions in Teacher Evaluation in Indiana A White Paper

Free Download: One significant change in this new legislation is that requirements for the teacher evaluation process are no longer articulated at the federal level. Including teacher evaluation in the ESSA plan is left up to a state’s discretion. Indiana legislation currently requires annual evaluations for all certified employees. The state level policy that guides implementation of this legislation will continue to inform teacher evaluation in Indiana even as the initial implementation of the federal law gets underway. This discretion creates an opportunity for teacher evaluation to be included as a critical component of the state’s effort to improve schools, support teachers, and ensure highly effective teaching and learning experiences.
